Todd C. Chapman
Chargé d’Affaires, a.i.
U.S. Embassy, Maputo

 

Mr. Todd C. Chapman has been the Chargé d’Affaires at the U.S. Embassy in Maputo, Mozambique since July 2007.  He most recently served at the U.S. State Department in Washington, DC as the Executive Assistant to the Assistant Secretary for Western Hemisphere Affairs. 
 
Mr. Chapman’s area of expertise in the diplomatic service is economic affairs.  He previously served as Counselor for Political and Economic affairs in La Paz, Bolivia, and he participated in the U.S.-CAFTA free trade agreement negotiations while he was Economic Officer at the U.S. Embassy in San José, Costa Rica.  His earlier diplomatic postings included Abuja, Nigeria; Taipei, Taiwan; and Maputo, where he served as Economic/Commercial Officer from 1993 to 1995.

Originally from Houston, Texas, Mr. Chapman spent his secondary school years in São Paulo, Brazil.  He received his undergraduate degree from Duke University and a master's degree from the Joint Military Intelligence College.   Before joining the State Department, Todd worked as an international banker.  Mr. Chapman speaks Portuguese and Spanish.  Mr. Chapman is married to Janetta Chapman, and they have two sons.
